To get the red with blonde coontail, you'll need to bleach the whole hair streak. Then take the straightened piece of hair you want to coontail, wrap strips of masking tape around your hair and apply hair dye onto the exposed sections of your hair using your finger or a small tint brush to make the lines more defined and evened out.
